The Opportunity

EDF is hiring an Analyst, Energy Transition, Clean Electricity to support its Clean Electricity team in advancing policies that accelerate clean energy investment and electric power sector decarbonization.

The role will focus particularly on strengthening California's newly reauthorized cap-and-invest program and preparing the program for potential connections with emerging carbon markets in other jurisdictions.

The Analyst will work with EDF's analysts, scientists, economists, lawyers, and policy specialists, as well as external partners, stakeholders, regulators, and lawmakers.

What You'll Do

  • Support EDF's advocacy strategy on energy transition policies in key states.
  • Track legislative efforts and regulatory proceedings in Washington and California.
  • Conduct research and analysis of proposed regulations and legislation.
  • Analyze policies based on emissions, economic, health, and equity outcomes.
  • Support engagement with policymakers, regulators, stakeholders, and coalition partners.
  • Contribute to communications campaigns and advocacy strategies.
  • Represent EDF in selected external forums and support media and rapid-response inquiries.
  • Write white papers, policy memos, formal comments, presentations, opinion pieces, and blog posts.
  • Research policy design involving greenhouse gas targets, emissions limits, market-based programs, and air quality standards.
  • Develop expertise in regulatory pathways for electric-sector decarbonization.
  • Support policy efforts involving other energy transition strategies, including hydrogen.
  • Collaborate with colleagues across different disciplines and organizational levels.
  • Contribute to EDF's Organizational Effectiveness and Culture goals.
  • Take on additional relevant responsibilities as assigned.

Requirements

Core Qualifications

  • At least 3 years of relevant experience.
  • Associate's degree required.
  • A Bachelor's degree in environmental science, public policy, economics, or a related field may substitute for up to 2 years of relevant experience.
  • Strong research, analytical, and writing skills.
  • Demonstrated interest in climate policy and environmental equity.

Technical Expertise

  • Ability to synthesize technical information for policy audiences.
  • Strong policy research and analytical capabilities.
  • Ability to communicate technical and policy findings to non-technical audiences.
  • Strong computer skills, including Excel and Word.
  • Experience conducting Internet-based research.
