The Vatican is preparing to build a roughly €100 million renewable energy plant near Rome as part of an ambitious plan to make the Holy See energy self-sufficient within the next two years. The project, which is expected to cost about $117 million, will combine solar power generation with agriculture at a Vatican-owned estate and could become one of Italy's largest agrivoltaic renewable energy installations. According to sources involved in the initiative, construction is expected to take between 18 and 24 months, with contracts expected to be put out for tender soon.

The renewable energy project will be located at the Vatican-owned Santa Maria di Galeria estate, a 450-hectare property situated near Rome. The estate has hosted Vatican Radio facilities since the 1950s and is now set to become an important part of the Vatican's energy strategy. The planned solar facility is expected to have a generating capacity of between 80 and 90 megawatts, making it a significant renewable energy project despite the Vatican's relatively small geographic size.

At the heart of the project is an agrivoltaic system, which combines solar electricity generation with agricultural activity on the same land. Tracking solar panels will cover approximately 200 hectares of the estate, while crops will continue to grow beneath the panels. This approach allows land to serve two purposes simultaneously, producing renewable electricity while retaining agricultural use. It also reflects a growing interest in agrivoltaics as countries seek to expand solar power without necessarily removing large areas of productive agricultural land from use.

The electricity generated by the plant will primarily be used to support Vatican Radio and other Vatican-linked operations. Sources said surplus electricity could also be supplied to Italy, potentially allowing the project to contribute a small amount of renewable electricity to the surrounding Italian energy system. The project therefore goes beyond simply reducing the Vatican's own electricity consumption and could create a modest connection between the Holy See's renewable energy strategy and Italy's wider energy network.

The project has been prioritized by the late Pope Francis and endorsed by Pope Leo XIV, according to Reuters sources. That gives the renewable energy development an additional institutional significance because it connects the Vatican's energy policy with its broader environmental agenda. Pope Francis repeatedly highlighted climate change, environmental protection, and the need for a transition away from fossil fuels during his papacy. The new project represents a practical investment in renewable energy infrastructure consistent with those priorities.

For the Vatican, energy self-sufficiency is also a strategic objective. The Holy See operates a range of facilities that require reliable electricity, including communications infrastructure, administrative buildings, cultural institutions, and healthcare-related operations. A large-scale renewable energy plant could reduce its dependence on external electricity supplies while providing greater control over its long-term energy costs.

The planned facility is particularly notable because of the scale of the land involved. Although the Vatican City itself is the world's smallest independent state, the Santa Maria di Galeria estate gives the Holy See access to a much larger area outside the city-state. Using part of that estate for renewable energy production allows the Vatican to pursue a substantial solar project without attempting to install large quantities of equipment within the densely developed Vatican City area.

The project is also expected to demonstrate how renewable energy and agriculture can coexist. Agrivoltaic systems are increasingly being examined by governments, developers, and researchers as a way to address one of the major challenges associated with rapid solar expansion: competition for land. Conventional solar farms can occupy significant areas that might otherwise be used for agriculture or conservation. Agrivoltaic systems attempt to reduce that conflict by positioning solar panels above or alongside crops.

The Vatican project will use tracking solar panels, which can move according to the position of the sun to optimize electricity generation. The panels will be arranged across approximately 200 hectares, while agricultural activity continues beneath them. The configuration is intended to maximize the productivity of the land while generating substantial amounts of clean electricity.

The project's location near Rome also places it within a region where solar power has considerable potential. Italy has expanded renewable energy generation in recent years as the country works to reduce fossil fuel dependence and increase the share of low-carbon electricity in its energy mix. Solar power has become an increasingly important part of Italy's renewable energy strategy, supported by strong sunlight across much of the country.

However, the Vatican's project faces a different regulatory and financial environment from many conventional solar developments. Sources said the plant will not qualify for Italian solar incentives, but a bilateral agreement between Italy and the Vatican gives the project special status, including tax exemptions. This arrangement could help reduce some of the financial and regulatory barriers associated with constructing a large renewable energy installation.

The €100 million investment also highlights the increasing importance of energy infrastructure as organizations seek greater resilience and energy independence. Renewable energy projects are no longer being developed solely to reduce emissions. Governments, companies, institutions, and communities are increasingly looking at solar power, wind energy, battery storage, and other technologies as tools for reducing exposure to volatile fossil fuel prices and strengthening energy security.

For the Vatican, the decision to invest heavily in renewable energy could therefore have both environmental and economic implications. Generating electricity on its own land could reduce long-term exposure to electricity market fluctuations while helping the Holy See meet its goal of becoming energy self-sufficient.

The project also comes as renewable energy investment continues to expand globally. Solar and wind power combined with battery storage have become increasingly competitive with conventional power generation, while governments are simultaneously attempting to strengthen domestic energy systems and reduce dependence on imported fossil fuels.

If construction proceeds according to the current timetable, the Vatican could begin operating the renewable energy facility within approximately two years. The expected 18-to-24-month construction period means the project could become operational before the end of the decade, potentially transforming the Santa Maria di Galeria estate into a major renewable energy site.

The Vatican's €100 million renewable energy project is therefore significant not because of the amount of electricity it will add to Italy's grid, but because of what it represents. A state with limited territory and substantial institutional energy needs is using its available land to combine solar generation and agriculture while pursuing greater energy independence.

As governments and organizations around the world search for ways to accelerate renewable energy deployment, the Vatican's agrivoltaic project offers another example of how solar power can be integrated into existing landscapes rather than treating energy production and agriculture as entirely separate activities.
