About the Company
Globe 24-7 is recruiting on behalf of a leading copper and cobalt mining company operating in the Democratic Republic of Congo.
The company operates mining and processing operations in Kolwezi and is seeking a senior Social Performance and Corporate Social Responsibility professional to provide strategic leadership across its community and social performance functions.
The Opportunity
The Head of Social Performance & CSR will provide strategic direction across Social Performance, Corporate Social Responsibility, community relations, rehabilitation and resettlement, livelihood restoration, stakeholder engagement and community development.
Working on an expatriate FIFO basis in Kolwezi, the successful candidate will play a critical role in maintaining the company's social licence to operate, strengthening relationships with host communities and government stakeholders, managing complex social risks and delivering the company's social and community commitments.
The role requires extensive previous experience in the DRC mining sector and a strong understanding of the country's regulatory, community and stakeholder environment.
What You'll Do
Social Performance & CSR Strategy
Develop and implement the company's CSR and Social Performance strategy across its DRC operations.
Establish annual CSR plans, budgets, KPIs and community investment programmes.
Lead social risk assessments and develop effective mitigation programmes.
Rehabilitation & Resettlement
Lead land acquisition, displacement, rehabilitation and resettlement programmes.
Develop and implement Resettlement Action Plans in accordance with DRC regulations and international standards.
Oversee compensation, relocation and restoration of living standards for project-affected communities.
Livelihood Restoration
Develop and implement livelihood restoration and sustainable income-generation programmes.
Support community programmes designed to create sustainable economic opportunities for affected and host communities.
Cahier des Charges & Regulatory Compliance
Lead the preparation, negotiation, implementation and monitoring of Cahier des Charges commitments.
Ensure compliance with community development obligations under the DRC Mining Code and Regulations.
Community & Stakeholder Engagement
Develop and maintain strong relationships with host communities, traditional leaders, local authorities and government stakeholders.
Lead community consultation, stakeholder engagement and grievance management processes.
Identify emerging social risks and implement mitigation strategies to minimise community conflict and operational disruption.
Community Development
Lead community development initiatives across areas including education, healthcare, water, agriculture, skills development, youth development and economic empowerment.
International Standards
Ensure alignment with IFC Performance Standards, Equator Principles and international Social Performance standards.
Monitoring, Reporting & Budget Management
Lead monitoring, evaluation and reporting across CSR and Social Performance programmes.
Manage CSR budgets, community investment expenditure and programme performance.
Provide regular reporting to executive leadership on Social Performance, community relations and emerging social risks.
Team Leadership
Lead, mentor and develop multidisciplinary Social Performance, CSR and Community Relations teams.
Requirements
Core Qualifications
Bachelor's degree in Social Sciences, Sociology, Community Development, Rural Development, Public Administration, Law, Development Studies, Political Science or a related discipline.
A relevant Master's degree in Social Development, Rural Development, Sustainable Development, Public Policy, Development Economics or an MBA is advantageous.
Minimum 15–20 years of relevant experience across CSR, Social Performance, Community Relations, Rehabilitation & Resettlement and Community Development.
At least 15 years of mining experience, as specified by the job poster.
Technical Expertise
Extensive previous experience within the DRC mining industry is essential.
Significant experience in copper, cobalt, mining or natural resources operations.
Demonstrated experience implementing and managing Cahier des Charges requirements in the DRC.
Proven experience leading large-scale Rehabilitation & Resettlement programmes and Resettlement Action Plans.
At least 10 years of experience with resettlement, according to the job poster.
Strong experience in livelihood restoration and income-generation programmes.
Strong working knowledge of the DRC Mining Code, Mining Regulations and community development requirements.
Working knowledge of IFC Performance Standards and international Social Performance standards.
