The Urban Land Institute (ULI) is a global non-profit research and education organisation focused on shaping the future of the built environment. This role sits at the center of ULI Europe’s ESG agenda, leading flagship programmes focused on decarbonising the built environment, particularly within housing.
What We Are Looking For
A senior leader with deep subject-matter expertise in housing, decarbonisation, or ESG within the built environment.
This is not just programme management. It is strategic ownership. You are expected to shape direction, influence industry thinking, and operate with high autonomy.
What You Will Do
Programme Leadership (C Change for Housing)
Lead delivery of active workstreams and drive them toward actionable outcomesDevelop new workstreams, including launching a third stream in 2027
Manage relationships with funders including the Laudes Foundation
Support fundraising efforts and contribute to funding proposals
Collaborate with industry partners and sustainability organisations
Support for C Change Programme
Contribute to programme development and strategic directionDrive visibility, profile-raising, and business development efforts
ESG Programme Development
Design and develop new ESG initiatives in collaboration with internal and external stakeholdersIdentify funding opportunities for new programmes
Representation & Stakeholder Engagement
Represent ULI at industry events, conferences, and media engagementsEngage with members, steering committees, and partners across Europe
Support delivery of programme-related events including the C Change Summit
Management & Operations
Lead freelancers and future team membersManage programme budgets and financial performance
Deliver consistent reporting to stakeholders and funders
Requirements
8–12 years of experience in housing, sustainability, ESG, or real estate-related programme work
Strong subject expertise in decarbonisation and or affordable housing
Experience in industry or mission-driven organisations
Proven ability to lead programmes with minimal oversight
Strong stakeholder engagement and relationship management skills
Excellent communication and presentation skills
Bachelor’s degree required, advanced degree preferred
Ability to work from London with at least 2 days per week in office
Preferred
Experience with philanthropic or foundation-funded programmes
Background in fundraising, grant reporting, or bid writing
Knowledge of European housing and sustainability policy
Additional European language skills
Willingness to travel occasionally within Europe

Recognition as a trusted voice within ULI and the broader ESG ecosystem
What You Can Expect
Salary range of £78,544 to £88,000 annually
