About the Role
This is a senior, high-impact policy role focused on transforming how governments use fiscal tools to drive the energy transition.
As a Senior Policy Advisor – Green Fiscal Policy, you will lead economic analysis and policy design on taxation, subsidies, carbon pricing, and public finance—particularly within the energy sector.
You are not just producing research. You are helping governments rewrite the economic rules that shape energy systems.
What You’ll Do
Economic Analysis & Policy Design
Lead quantitative research and applied economic modeling
Develop policy recommendations on green fiscal instruments (taxes, subsidies, pricing)
Produce high-quality reports, briefs, and technical outputs
Government Advisory & Capacity Building
Work directly with ministries of finance and energy
Deliver workshops, diagnostics, and implementation roadmaps
Support governments in designing and executing reforms
Program & Project Leadership
Manage key components of international projects
Ensure delivery quality, timelines, and stakeholder alignment
Coordinate technical missions, consultations, and events
Partnerships & Outreach
Collaborate with international organizations, academia, and NGOs
Support coalition-building and stakeholder engagement
Contribute to visibility and communication of program outputs

Green fiscal policy work includes:
Carbon pricing mechanisms
Fossil fuel subsidy reform
Energy taxation and incentives
Sovereign debt and sustainable finance
Public budgeting aligned with climate goals
About You
You are both quantitative and policy-savvy.
You understand that climate outcomes are driven by economic incentives and political realities.
Strong candidates:
Have 7+ years of relevant experience (or less with a PhD)
Bring strong quantitative skills (Excel, R, Python, Stata)
Understand fiscal systems and energy policy deeply
Have experience working with governments, especially in emerging economies
Can translate complex analysis into clear policy guidance
Are comfortable operating in international, multi-stakeholder environments
