Role Overview

You are the last line of defense between:
- safe operations and incidents
- compliance and shutdowns

Core Responsibilities
1. Health & Safety Leadership
- Build and enforce site Health & Safety Management Systems
- Lead:
- Risk assessments
- Job Safety Analyses (JSAs)
- Incident investigations
- Track KPIs like LTIFR and TRIR
- Drive contractor safety compliance
- Design emergency response systems
2. Environmental Management
- Ensure compliance with environmental permits
- Implement:
- ESIA commitments
- Environmental & Social Management Plans
- Oversee monitoring:
- air emissions
- water quality
- waste
- biodiversity
- Lead audits and regulatory reporting
3. Community & Social Performance
- Manage stakeholder engagement at community level
- Oversee grievance mechanisms
- Minimize social impact of operations
- Coordinate local development initiatives
- Maintain relationships with authorities and community leaders
4. Governance & IFC Alignment
- Align operations with IFC Performance Standards
- Prepare reports for:
- regulators
- lenders
- senior management
- Support audits and lender due diligence
- Drive continuous improvement from HSEC data
Candidate Profile
Experience
- 5 to 10 years in HSEC, ideally in:
- mining
- heavy industry
- infrastructure projects
- Strong understanding of Kazakhstan regulatory environment
- Experience with IFC-aligned projects is a major advantage
Core Capabilities
- Operational risk management under pressure
- Strong leadership in remote or site-based environments
- Stakeholder management across contractors, regulators, communities
- High accountability and decision-making ownership
