HSEC Manager – Site-Level Risk, Safety & ESG Execution Lead

You are the last line of defense between:

  • safe operations and incidents
  • compliance and shutdowns
  • community trust and conflict

Core Responsibilities

1. Health & Safety Leadership

  • Build and enforce site Health & Safety Management Systems
  • Lead:
    • Risk assessments
    • Job Safety Analyses (JSAs)
    • Incident investigations
  • Track KPIs like LTIFR and TRIR
  • Drive contractor safety compliance
  • Design emergency response systems

2. Environmental Management

  • Ensure compliance with environmental permits
  • Implement:
    • ESIA commitments
    • Environmental & Social Management Plans
  • Oversee monitoring:
    • air emissions
    • water quality
    • waste
    • biodiversity
  • Lead audits and regulatory reporting

3. Community & Social Performance

  • Manage stakeholder engagement at community level
  • Oversee grievance mechanisms
  • Minimize social impact of operations
  • Coordinate local development initiatives
  • Maintain relationships with authorities and community leaders

4. Governance & IFC Alignment

  • Align operations with IFC Performance Standards
  • Prepare reports for:
    • regulators
    • lenders
    • senior management
  • Support audits and lender due diligence
  • Drive continuous improvement from HSEC data

Candidate Profile

Experience

  • 5 to 10 years in HSEC, ideally in:
    • mining
    • heavy industry
    • infrastructure projects
  • Strong understanding of Kazakhstan regulatory environment
  • Experience with IFC-aligned projects is a major advantage

Core Capabilities

  • Operational risk management under pressure
  • Strong leadership in remote or site-based environments
  • Stakeholder management across contractors, regulators, communities
  • High accountability and decision-making ownership
