India is currently reviewing petitions from manufacturers and developers over a proposed rule that would require solar projects to use locally made solar cells starting June 2026.
At the core of the proposal is a clear industrial strategy.
Strengthen domestic manufacturing, reduce import dependence, and build a more self-reliant clean energy supply chain.
The intent is aligned with broader energy security goals, especially as global supply chains remain sensitive to geopolitical shocks and price volatility.
However, the reaction from industry has been mixed, and increasingly urgent.
Developers and manufacturers are warning that local production capacity may not yet be sufficient to meet demand at scale. This raises concerns about potential shortages, project delays, and increased costs for solar deployment.
The tension is structural.
On one side, the government is pushing for faster localisation of clean energy manufacturing to boost economic resilience and industrial growth. On the other, the current production ecosystem is still scaling, with gaps in capacity, technology transfer, and supply chain depth.
If implemented too quickly, the mandate could slow down solar project rollout, at least in the short term.
That creates a difficult balancing act.
Accelerate domestic industry development, or maintain deployment speed to meet energy transition targets.
This is not unique to India.
Across multiple economies, clean energy policy is increasingly being shaped by a dual objective, decarbonisation and industrial competitiveness. But aligning both is rarely frictionless.
The outcome of this policy decision could set an important precedent for how emerging markets manage the trade-off between localisation and rapid renewable expansion.
And it raises a broader strategic question.
